Neverfail Heartbeat Installation Fails when FIPS is Enabled on Windows Server 2003 or 2008

If FIPS is enabled on a Windows 2003 or 2008 server and installation of Neverfail Heartbeat is attempted, the installation will fail at Adding File Filter : C:\protected\** .


Neverfail Heartbeat Setup fails at the point of creating C:\protected . The following error message is generated:

Neverfail Heartbeat Installer has Stopped Working.
A problem caused the program to stop working correctly
Please close the program.

To confirm that this is the issue, look at the last line of nfsetupausitlog.txt . If this is a FIPS-related failure, the line will be [Install] Adding file filter : C:\protected\** .


This issue occurs due to a conflict with FIPS.


Perform the following steps to disable FIPS while performing the Neverfail Heartbeat installation:

  1. Disable FIPS by editing the registry.

    WARNING: Always create a backup before modifying the registry.
    1. Run Regedit.exe .
    2. Locate the following entries (if present):




      These registry values reflect the current FIPS setting. If this setting is enabled, the value is 1. If this setting is disabled, the value is 0.
    3. Edit to set the value to 0.
  2. Run in a CMD console: gpupdate /force.
  3. Install Neverfail Heartbeat.
  4. Re-enable FIPS by repeating step 1 and editing to set the value to 1.

Neverfail Heartbeat installations on Windows Server 2003 or 2008 where FIPS is enabled.
